No, Matcha doesn’t mean green tea. It is only one kind of green tea. Green tea includes many varieties. You can see details about it here:

Generally speaking, it is difficult for you to grind it at home by using regular green tea. At first, you can’t grind it into so small size. Secondly, many kinds of green tea is of fried type while matcha tea is made of steamed green tea. In addition, matcha is made of shade-grown tea unlike regular tea.
By the way, there are two kinds of matcha. One is of ceremony grade. The other culinary grade.

Matcha is basically green tea in a powder form. So it would be fine to substitute regular green tea leaves and just put them in a coffee grinder to get the consistency you want.
One word of caution when eating any kind of green tea is to make sure that the has been certified organic. Tea plants are like sieves and drink up any toxins in their environment and then pass those along to you when you eat them. Additionally, be sure that your tea has been tested for the presence of heavy metals which aren’t accounted for in organic certification.
